Bureaucrats Vs. Managers
Suresh Parmar a friend of mine has in his scribe (F.P.20th Aug.) presented right picture of bureaucrats Vs. managers. Congratulations. I had also an opportunity to read an article by Ashok Varnaval a bureaucrat. Vernal has in his article blown his own trumpet and finds no defect in the system of all India Services. On the contrary he has vehemently argued against the managers in industrial houses and their managers on the ground of evasion of taxes getting add and relaxation of taxes and other benefits by these houses. Perhaps such view does not reflect the correct picture of the system prevailing in the nation.
In all corporations, companies and public sector undertakings owned by or controlled by the governments the so-called highly experienced bureaucrats are appointed as heads of the departments that is to say in modern language CEOs but why the management of such undertakings always fail and these undertakings go in losses? Why the privately managed undertakings flourish? So far as corruption is concerned perhaps it is the character of the nation and therefore the companies might be evading taxes but individuals in the companies do not pocket such money. The companies utilize it. The bureaucrats and police are top corrupt bodies in India who pocket the money obtained by corruption. It is a fact that the taxing system is defective. If private undertakings are closed then nation will not progress and there will be less national growth but vice versa is not true.
Shri Parmar has rightly said that these bureaucrats and politicians think about them and not about the nation but again vice versa is not true. He has further added that “---But it is this awareness that makes you great for then you are able to share your experiences, your secrets, your methods and the tips of your success and difficulties on the way with others who then can take advantage of them and also write the same stories of success as you----” (the writer Parmar was saying about private undertakings’ CEOs) This is not the case with bureaucrats and public under takings. Parmar says that these bureaucrats try their best to obstruct people from coming up. The character of these bureaucrats is indifferent and so cruel to their countrymen.
The government should take the statement of Narayan murthi seriously. He has rightly said that even to day the Indian bureaucrats and politicians live with the colonialist mindset and behave like feudal Lords. Thanks to Narayanmurti for his outspoken views. Three cheers to Narayan murti and Parmar. However Narayayan murti should remember that bureaucrats and politicians will not be able to cast-off their sloughs of so called superiority.
